Make Rare and Legendary moments the best plays

There shouldn't be a rare moment of Naz Reid doing a run of the mill dunk. Rares and legendaries should be the most hype, most intense, buzzer beating/posterizing/etc. moments that there are. Reworking which moments are made and which are in what tier is essential to people taking this product seriously moving forward.
